Yes, women are allowed to go topless in a few places in the US. I know they are definitely allowed to in New York state, not sure which other states. It is because it is viewed as gender discrimination for men to be allowed to be topless but not women.

NY def has topless places and nude,Robert Moses beach on LI has a whole beach section for nude beaching
